Contracted by the National Directorate of Environment (DNA), SETIN is leading the conclusion of the assessment of Cabo Verde’s NBSAP monitoring system and the development of the Monitoring Plan, within the framework of aligning the National Biodiversity Strategy and Action Plan (NBSAP) with the Global Biodiversity Framework (GBF).
This work is carried out in line with the monitoring framework adopted by the Parties to the Convention on Biological Diversity (CBD) through COP15 Decision 15/5, which established a common approach for tracking GBF implementation at national, regional and global levels. The assignment also reflects the technical updates to key and binary indicators approved under COP16 Decision 16/31, republished on 3 June 2025.
The effectiveness of Cabo Verde’s NBSAP monitoring system relies on a robust governance framework that ensures coordination, coherence and transparency across sectors. The DNA leads the system, aligning national data collection and reporting with the CBD and the GBF, and ensuring that monitoring results inform both national policy processes and international commitments.
As part of the assignment, SETIN delivered the NBSAP Monitoring Plan, developed the Monitoring System, and conducted a Capacity Building Course in Praia, Cabo Verde, from 14 to 16 January 2026, with a maximum of 25 participants. The course was structured into three sessions covering:
- the fundamentals of the NBSAP and the monitoring system, including the NBSAP 2015–2030, the Global Biodiversity Framework, institutional roles, and the overall architecture of the proposed system, supported by an institutional mapping exercise.
- indicators, methods and tools, addressing indicator structures, metadata and technical standards, data flows, and the identification of spatial data sources, including the World Database on Protected Areas (WDPA).
- the monitoring cycle, reporting and adaptive management, focusing on participation, communication and transparency, the monitoring cycle, national reporting, and a practical exercise linking the Monitoring Plan to the production of reports.
The assignment was implemented by a SETIN team comprising Ana Caterina Mota, Intermediate-level Specialist, and Alessandro Piazzi, Senior Specialist, who provided backstopping support.
