SETIN is contributing to the External Final Evaluation of the Ianda Guiné! Programme in Guinea-Bissau under a subcontract with DT Global, within a consortium led by PROMAN and headed by Giacomo Cozzolino (Lead Senior Evaluator).
Between 20 October and 07 November, the evaluation team carried out an intensive field mission in Guinea-Bissau to build a solid body of evidence on the performance of the Ianda Guiné! Programme — funded by the European Union to enhance socio-economic resilience across the country through multisector interventions in agriculture, food security, access to basic services, water and energy, community participation and public health.
The field mission focused on collecting and validating evidence through:
- Institutional consultations and technical interviews in Bissau;
- Stakeholder engagement sessions with the EU Delegation, the Reference Group, Coordination Units, implementing partners and beneficiaries;
- Project site visits across programme regions;
- Beneficiary surveys on agropastoral livelihoods and income diversification;
- Complementary collection of Action-specific documentation and relevant literature.

EU Debriefing – End of Mission (7 November) — the key milestone
The field mission culminated in the EU Debriefing – End of Mission, held on 7 November at the Delegation of the European Union in Bissau.
This was the final activity of the mission and the central focus of this update.
During the debriefing, the evaluation team:
- presented the Field Report, consolidating preliminary findings from the field phase;
- shared the Inception Report, outlining the analytical framework and refined evaluation approach;
- discussed priority lines of analysis and evidence requirements for the upcoming stage.
The session played a strategic role in guiding the next step of the evaluation — the Desk Report phase, during which the collected evidence will be triangulated with programme documentation and monitoring data in order to reach validated conclusions and actionable recommendations.

Evaluation team
The field mission was carried out by
Giacomo Cozzolino, Carla Félix, Domingos Indam and Midana Sambu, whose engagement with institutions, implementing partners and communities enabled the development of a robust evidence base for the evaluation.
SETIN remains committed to strengthening accountability, learning and impact in EU-funded development cooperation in Guinea-Bissau.
