SETIN is proud to be contributing to the External Final Evaluation of the Ianda Guiné! Programme in Guinea-Bissau, under a subcontract with DT Global. The evaluation is led by Giacomo Cozzolino, serving as Lead Senior Evaluator.
The Ianda Guiné! Programme is a multi-sectoral development initiative promoted by the European Union (EU) and implemented between 2019 and 2025, with a total investment of approximately 44 million euros. The programme comprises eight distinct Actions, implemented by different partners, all contributing to shared objectives such as:
- Increasing incomes of agricultural and livestock producers (IG! Arrus, IG! Galinhas, IG! Hortas).
- Reducing food and nutritional insecurity among rural families (IG! Kume Dritu, IG! Hortas).
- Facilitating the marketing and distribution of agricultural products and improving access to basic social services for rural populations in the regions of Oio, Tombali and Quinara (IG! Estradas, IG! Arrus – Engenharia Rural).
- Enabling citizens of Guinea-Bissau to play an active role in solving collective challenges (IG! Djuntu).
- Ensuring sustainable access to drinking water, energy and basic sanitation services for rural and semi-urban populations (IG! Lus Ku Iagu).
- Contributing to universal health coverage in Guinea-Bissau (IG! Saudi).

As part of this assignment, SETIN is supporting the evaluation through field activities in Bissau and targeted regions, which include interviews and meetings with institutional technicians, national authorities, local technical teams, and community representatives. These activities apply mixed methods to collect data and insights from direct beneficiaries and key stakeholders.
A structured field report will incorporate the main preliminary findings and will be shared with the EU Delegation in Guinea-Bissau to help guide the subsequent phase of analysis.
The overall objective of the evaluation is to provide the relevant services of the European Union, national stakeholders, and the general public with an independent and comprehensive assessment of the Ianda Guiné! Programme’s performance, with particular attention to the achievement of expected objectives and the underlying factors influencing the results. The evaluation also aims to identify key lessons, conclusions, and recommendations to inform decision-makers on how to improve both current and future interventions.
More specifically, the evaluation seeks to:
- Inform the next phase of EU programming in priority sectors, namely human development (health and education), green and inclusive economy (urban development, agribusiness, and fisheries), and good governance and stability (security, justice, human rights, and public finance governance).
- Draw lessons that can be replicated in other EU-funded interventions in Guinea-Bissau and neighbouring countries.
The methodological approach combines qualitative and quantitative techniques, including document review, semi-structured interviews, focus groups, and case studies, ensuring the active participation of a diverse range of stakeholders throughout the process.
