SETIN is pleased to support the Secretariat of the Pacific Regional Environment Programme (SPREP) under the regional Loss and Damage Capacity and Capability (LDCC) project, for the development of a comprehensive National Loss and Damage Evidence Base for the Federated States of Micronesia (FSM).
This assignment focuses on strengthening evidence-based approaches to climate-induced loss and damage in one of the world’s most climate-vulnerable regions, through a rigorous and systematic methodology.
The key areas of the assignment include:
- assessing existing climate, environmental and socio-economic data systems;
- identifying institutional, technical and data gaps related to Loss and Damage;
- developing a national evidence base to support decision-making, monitoring and international reporting;
- integrating Gender Equality, Disability and Social Inclusion (GEDSI) considerations into climate data and policy processes;
- supporting stakeholder engagement, national consultations and capacity-building activities;
- strengthening coherence between Loss and Damage, adaptation, disaster risk reduction and climate finance strategies;
- producing maps, spatial analysis, charts and visual tools to support communication and advocacy.
For Small Island Developing States like FSM, this evidence-based approach is transformative. It consolidates dispersed data into a coherent national baseline of documented losses and damages, while integrating Gender Equality, Disability and Social Inclusion perspectives across all processes.
The project has advanced with the Inception Report successfully submission in March 2026. This foundational document outlines the comprehensive framework and detailed methodology that will guide the evidence synthesis process, ensuring alignment with international standards and regional priorities.
The work applies an innovative evidence synthesis methodology built around three sequential components:
- Framework and Typology Alignment – Establishing UNFCCC-aligned classifications and sectoral frameworks to ensure consistency with regional standards and international reporting requirements.
- Source Identification, Screening & Evidence Extraction – Applying a structured screening protocol with predefined inclusion and exclusion criteria to systematically identify and extract existing evidence from climate, environmental and socio-economic data systems.
- Evidence Synthesis and Reporting – Developing sectoral narratives and cross-cutting analyses to identify gaps, opportunities and recommendations for strengthening national decision-making.
By establishing a transparent, replicable and comparable evidence framework, FSM will be better positioned to navigate emerging climate finance opportunities, including the Loss and Damage Fund established at Cop27, while advancing for a more inclusive and resilient climate governance across the Pacific region.
