On October 16th 2025, SETIN Srl led the kick-off meeting of the project “Revision and Update of Papua New Guinea’s National Biodiversity Strategy and Action Plan (NBSAP) 2025–2030 in Alignment with the Post-2020 Global Biodiversity Framework (GBF)”.
The meeting marked the formal launch of the collaboration between SETIN, who is responsible for this assignment, the Conservation and Environment Protection Authority (CEPA), and the United Nations Development Programme (UNDP) in Papua New Guinea, under the GEF Umbrella Programme to Support the NBSAP Update and the 7th National Reports.
The session aimed at establishing a shared understanding among all partners and to outline the roadmap for the development of the new NBSAP 2025-2030.
The agenda included:
- Participant introductions.
- Presentation of the NBSAP context in Papua New Guinea (by CEPA) – including an overview of previous NBSAPs, the process of aligning new targets, and expectations for the upcoming strategy.
- Presentation of the assignment context – the NBSAP 2025–2030, its link with the GEF Umbrella Project, and expected deliverables (by UNDP).
- SETIN’s proposed approach and initial planning for NBSAP development.
- Open discussion and next steps.

About the Project
Papua New Guinea’s National Biodiversity Strategy and Action Plan (NBSAP) serves as the country’s roadmap for conserving its exceptional biodiversity. The Conservation and Environment Protection Authority (CEPA), together with UNDP, is responsible for leading its development and implementation.
Through the Global Environment Facility (GEF) Umbrella Programme to Support NBSAP Update and the 7th National Reports, Papua New Guinea is now undertaking the revision and update of its NBSAP for the period 2025–2030, to ensure the alignment with the Kunming-Montreal Global Biodiversity Framework (GBF), effective implementation of the Convention on Biological Diversity (CBD), and the coherence with national and global biodiversity goals.
The specific objectives are:
- Ensure comprehensive stakeholder engagement across all relevant sectors.
- Identify gaps and inconsistencies in the current NBSAP.
- Promote policy alignment and coherence within biodiversity governance.
- Conduct environmental and social impact and risk assessments.
- Undertake spatial prioritization and action planning.
- Address harmful subsidies and incentives that impact biodiversity;
- Assess capacity and resource gaps.
- Support the development and validation of the new NBSAP (2025–2030).
The project officially started in October 2025 and is expected to be completed by May–June 2026.
SETIN is proud to lead this national effort, supporting Papua New Guinea in strengthening its commitment to the Kunming-Montreal Global Biodiversity Framework and to global biodiversity conservation.
