Alignment of the National Biodiversity Strategy and Action Plan with the Post-2020 Global Biodiversity Framework in Samoa

SETIN has concluded its assignment under the Global Biodiversity Framework Early Action Support (GBF-EAS) project, with the final submission of the assignment in last August 2025.

GBF-EAS is implemented by the United Nations Development Programme (UNDP) and the United Nations Environment Programme, in partnership with the Convention on Biological Diversity Secretariat, and funded by the Global Environment Facility (GEF). The project aims to fast-track readiness and early actions to implement the post-2020 Global Biodiversity Framework (GBF) by reviewing and aligning national targets, National Biodiversity Strategy and Action Plans (NBSAPs), policy frameworks, monitoring frameworks, and finance with the GBF. The project is expected to run for two years starting from mid-2023 and includes four components:

  1. rapid review of the NBSAP for alignment with the post-2020 GBF
  2. assessment of monitoring systems
  3. policy and institutional alignment and review for coherence with the GBF
  4. biodiversity finance activities

In Samoa, UNDP is providing technical advice and assistance to the Government to meet its commitments under the project. The Division of Environment and Conservation (DEC) under the Ministry of Natural Resources and Environment (MNRE) serves as the national focal point, leading the process on behalf of the Government of Samoa. Implementation is carried out through the UNDP Country Office in Samoa, in conjunction with MNRE.

SETIN won the international bid and was responsible for providing technical contributions to the required review and analysis and supporting consultations with key stakeholders, under the close supervision of the UNDP MCO Assistant Resident Representative (ARR-ECCR) and the GBF-EAS Project Manager – Samoa (ACEO-DEC), to support the achievement of the project objectives.

Under this assignment, SETIN supported components (1) to (3) by contributing to: the review and update of the NBSAP and national targets for alignment with the post-2020 GBF; the assessment of national monitoring systems and the development of a monitoring action plan; and the national policy and institutional alignment and review, including the development of an action plan to achieve coherence with the GBF.

As part of this assignment, Alessandro Piazzi and Gianluca Serra were part of SETIN’s technical team, contributing to the required review and analysis and supporting stakeholder consultations, under the supervision of the ARR-ECCR and the ACEO-DEC, in support of components (1), (2), and (3) of the project.
