SETIN carried out the first data collection mission in Cabo Verde as part of the preparation of the country’s Seventh National Report to the Convention on Biological Diversity.
The main objective of the mission was to collect data and information on the progress achieved by Cabo Verde towards its biodiversity targets over the past eight years. The information gathered through one-to-one meetings with national stakeholders will directly contribute to the finalization of the report.
The mission followed a structured process of stakeholder mapping, mobilization and active engagement. Stakeholder participation is a central part of the methodology adopted for the preparation of Cabo Verde’s Seventh National Report. By involving the institutions and organizations working directly or indirectly on biodiversity, the process helps ensure that the report reflects the country’s reality, incorporates different institutional and sectoral perspectives, and strengthens national ownership of both the process and its results.
The mission also complemented the technical work carried out during the previous stage of the assignment. It provided the qualitative information needed for a participatory, inclusive and evidence-based reporting process, while encouraging the informed and continuous involvement of the entities concerned.
In close coordination with the National Directorate for the Environment, the consulting team held consultations with a selected group of key institutions that had previously been mapped and mobilized. These included public administration bodies with relevant responsibilities, technical entities, civil society organizations, academic and research institutions, and other actors involved in the implementation of biodiversity policies. An inclusive approach was promoted to encourage balanced participation across different groups, institutions and sectors.
Stakeholder engagement took place through technical meetings and individual consultation sessions. These discussions aimed to:
- validate the information collected during the previous phases;
- gather qualitative inputs on the progress achieved, the challenges encountered and the good practices developed; and
- identify remaining information gaps and institutional constraints and explore opportunities for improvement.
The contributions collected during the mission are being systematized and incorporated into the relevant sections of the Seventh National Report. They are also being used to refine the assessment of Cabo Verde’s progress towards its biodiversity targets, strengthening the report’s technical quality, methodological consistency and relevance to the national context.
The mission was carried out by Catarina Mota,, as part of the SETIN team working on the assignment, alongside Giacomo Cozzolino and Alessandro Piazzi.
The next stages of the assignment will focus on the finalization, delivery, presentation and institutional validation of Cabo Verde’s Seventh National Report. The report is expected to be finalized by the end of May, with the draft submitted to the client at the beginning of June.
A second mission will then take place in the coming months. During this mission, the report’s main findings will be presented to decision-makers and discussed through a dedicated validation workshop. The process will conclude with the preparation of the final version of Cabo Verde’s Seventh National Report, incorporating the results of the institutional validation and ready for submission to the Convention on Biological Diversity by the end of June.
